Ofcom Switching Compliance
UK Switching Compliance,
Simplified.
Whether you have residential or business customers — or both — we provide the switching infrastructure you need to stay compliant and gain customers.
What is switching — and why does it matter?
Ofcom’s switching regulations require every UK telecoms provider to allow customers to change supplier through a standardised, single-touch process. There are two frameworks:
One Touch Switching (OTS) — for residential customers
Any provider serving residential broadband or telephony customers must comply with OTS. Customers can switch provider in one step, without contacting their old supplier.
Switching for Business (SforB / GPL-B) — for business customers
Any provider serving commercial customers must comply with the Gaining Provider Led Business (GPL-B) switching process. Mandatory for all commercial telecoms providers.

OTS Compliance
Without the Complexity.
Every UK ISP with residential customers must comply with Ofcom’s One Touch Switching regulation. We are a Full Management MAP — we handle the entire TOTSCo integration so you don’t have to.
No TOTSCo agreement needed
From £108/year
One Touch Switching — the regulation explained
Ofcom’s One Touch Switching regulation requires every UK residential telecoms provider to support a standardised switching process. When a customer wants to switch provider, they contact their new supplier once — and everything else happens automatically.
Without OTS compliance, customers cannot switch to you through the national switching hub. You miss new customers who want you. You also risk regulatory enforcement action.
Who must comply?
Any UK communications provider with residential broadband or telephony customers. This includes small rural ISPs, fixed wireless operators, community broadband networks, and national providers.

Business Switching
Compliance Ready.
SforB — Switching for Business — is Ofcom’s mandate for commercial telecoms switching. CSP provides compliance via the Connected Services Framework at a fraction of the cost of building hub-direct.
Launch: September 2026
£630 setup + from £150/mo
What is Switching for Business (SforB)?
Ofcom’s Switching for Business regulation requires all UK telecoms providers with commercial customers to support a Gaining Provider Led Business (GPL-B) switching process. This applies to any provider whose customers include SMEs, enterprises, or any business entity.
The regulation uses the Connected Services Framework (CSF) — a standardised process for provider-to-provider communication during a switch.
18,000 UK businesses switch telecoms provider every year
That is 18,000 opportunities to gain customers — or lose them to a compliant competitor. Providers who are not SforB compliant will be unable to participate in the gaining-provider process.
GPL-B — Gaining Provider Led Business
The business customer initiates a switch through their new (gaining) provider. The gaining provider then notifies and communicates with the losing provider through the CSF.
CSP Business covers this fully
CSF — Connected Services Framework

One Wholesale Platform.
Every UK ACP Network.
The UK’s centralised wholesale platform for Altnets, ACPs, and retail ISPs. List your network once — manage products, coverage, and orders for every contracted reseller from one place.
What is the Common Wholesale Platform?
CWP is a centralised wholesale marketplace that connects Access Communications Providers (ACPs) — Altnets, fibre operators, wireless network owners — with retail Communication Providers (RCPs) who want to resell access to those networks.
Instead of each ACP managing individual commercial relationships with every reseller, CWP provides a single standardised platform. ACPs list their products once. RCPs browse, compare, and order from any contracted ACP in one place.
BDUK Project Gigabit Compliant
CWP reference products meet BDUK wholesale access requirements for public gigabit funding bids. List on CWP to evidence compliant wholesale access capability.
Everything You Need to Trade Wholesale
Product Catalogue Management
ACPs manage their full product catalogue on the platform — speeds, pricing, availability, and SLAs — visible to contracted RCPs in real time.
Coverage Map Sharing
Share your network coverage maps with contracted resellers. RCPs can check which networks cover any property using the UPRN Finder tool.
Order Automation
Standardised new-connection and switching orders via GUI or API. Automated workflows reduce manual processing and errors on both sides.
Open API Integration
Connect CWP directly to your BSS, CRM, or provisioning system. Full API documentation. Sandbox environment for testing before go-live.
BDUK Project Gigabit
CWP reference products meet BDUK wholesale requirements. Operators bidding for gigabit public funding can demonstrate compliant wholesale access.
Audit Trail & Reporting
Every transaction recorded with a complete audit trail. Detailed reporting on orders, revenue, and network usage. CSV export available.
Are You an ACP or an RCP?
You can join as a network access provider, a reseller, or both — with different membership configurations for each role.
You Build the Network
You own or operate a broadband or telephony network and want to make it available to retail providers. CWP gives you a standardised marketplace to list products, manage coverage, and handle wholesale orders from multiple RCPs in one place.
- ✓List products once — visible to all contracted RCPs
- ✓Manage coverage maps and product pricing centrally
- ✓Receive and manage wholesale orders via GUI or API
- ✓BDUK Project Gigabit compliant reference products
You Sell to Customers
You are a retail ISP or reseller who wants to offer broadband or telephony services using third-party network infrastructure. CWP gives you access to multiple ACP networks from one portal.
- ✓Browse products from multiple ACP networks in one place
- ✓Check coverage for any UK address using UPRN Finder
- ✓Place orders via web portal or API
- ✓Standardised products — same process for every ACP

Built for the UK
Telecoms Sector.
CSP and CWP are brands of Digital Destiny Ltd — the company behind the UK’s only fully managed switching and wholesale platform designed specifically for the independent telecoms sector.
Making switching and wholesale simple for every UK provider
Thousands of UK businesses switch telecoms provider every year. Hundreds of operators are legally obligated to handle those switches compliantly. Most of them were making it far harder than it needed to be.
We built CSP and CWP to change that. One platform. Three services. Every UK telecoms provider — from a two-person rural ISP to a national wholesale operator — can comply, trade, and grow without building their own infrastructure.
We are not a global platform adapted for Ofcom. We were built specifically for UK operators, UK regulations, and UK infrastructure from the ground up.
Ofcom Full Management MAP
We operate as a Full Management Managed Access Provider to the OTS hub — handling the TOTSCo connection, message exchange, and audit trail on behalf of our members.
Built for UK Independent Telecoms
Every decision we make — every feature we build, every pricing tier we set — is driven by what UK independent operators need. We are not a global solution.
Digital Destiny Ltd
Common Wholesale Platform (CWP) and Common Switching Platform (CSP) are brands fully owned by Digital Destiny Ltd, a company registered in England and Wales.

Regulatory Status
CSP operates as an Ofcom Full Management Managed Access Provider (MAP) to the OTS hub. This means we are authorised to manage the TOTSCo connection on behalf of our members.
What “Full Management MAP” means
A Managed Access Provider (MAP) is a company that connects to the TOTSCo OTS hub on behalf of telecoms providers. A Full Management MAP handles the entire integration — not just part of it.
When you join CSP, you do not need your own TOTSCo agreement, your own technical connection, or your own OTS compliance infrastructure. We maintain all of that. You benefit from it.
Important note on regulatory language
We comply with Ofcom’s switching frameworks and operate as a Full Management MAP. We do not describe ourselves as “Ofcom Regulated” or “Ofcom Approved” — Ofcom has not endorsed or approved CWP/CSP as a brand. Our compliance is with Ofcom’s technical and process standards.
